⊙ 目 標 Goals
❶ 促進南部文化內容產業的跨域與跨區合作,透過整合文策院與地方政府資源,搭建創意團隊與政策支持、產業鏈結之間的交流平台。活動聚焦於文化產業發展所需的創業支持、資源加值與市場開拓,協助業者精準對接合作機會,強化地方文化產業生態系的永續循環。
Driving Cross-Regional and Cross-Sector Collaboration in Southern Taiwan’s Cultural and Creative Industries. By leveraging resources from the Taiwan Creative Content Agency (TAICCA) and local governments, we have established a dynamic platform that connects creative teams with policy support and industrial partnerships. This initiative focuses on delivering critical entrepreneurial support, enhancing resource utilization, and expanding market access to fuel the growth of the cultural and creative sector. Through targeted matchmaking, we enable businesses to explore strategic partnerships, strengthen local industry ecosystems, and promote long-term sustainable development.

⊙ 辦 法 Solutions
● 多場域辦理:聚焦地方需求活動橫跨南部縣市:嘉義市、屏東縣、臺南市、高雄市、嘉義縣及澎湖縣,依各地文化產業特色調整講者邀請與產業配對策略,提升在地參與度與活動適配性。
Multi-Regional Implementation Tailored to Local Industry Needs:
The program spans multiple regions in Southern Taiwan, including Chiayi City, Pingtung County, Tainan City, Kaohsiung City, Chiayi County, and Penghu County. By adapting speaker selections and industry matchmaking strategies to reflect the unique characteristics of each local cultural industry, the program enhances local engagement and ensures greater relevance and alignment with regional development priorities.

● 四階段活動架構:以「政策說明 × 經驗分享 × 業者 Pitch × 媒合諮詢」為四大活動主軸,兼顧政策落地、創業交流與合作促進。
Four-Stage Event Structure: Policy Briefings × Experience Sharing × Business Pitching × Matchmaking Consultations :
The program is designed around four key components: policy briefings, experience sharing, business pitching, and one-on-one matchmaking consultations. This structure ensures effective policy implementation, facilitates entrepreneurial exchange, and promotes meaningful business collaborations.
❶ 政策說明:文策院與地方政府單位解說可申請資源、徵案機會與業者支持系統。 Policy Briefings: representatives from TAICCA and local government agencies provide detailed explanations on available resources, open calls for proposals, and support systems designed to assist businesses.
❷ 實務分享:邀請在地經營者與跨區團隊分享創業歷程與資源整合經驗。
Experience Sharing: Local entrepreneurs and cross-regional teams are invited to share their entrepreneurial journeys and insights on resource integration.


❸ 業者 Pitch:開放報名業者簡報自有專案,促進現場曝光與鏈結機會。
Business Pitching: Registered businesses are invited to present their projects, creating opportunities for on-site exposure and potential industry connections.

❹ 媒合諮詢:依需求安排一對一媒合,並開放文策院及市府團隊之一對一諮詢,獲得合作契機與專業指引。
Matchmaking Consultations: One-on-one matchmaking sessions are arranged based on participants’ needs, providing opportunities for direct consultations with TAICCA and municipal government teams. These sessions help businesses explore collaboration opportunities and receive professional guidance.


● 媒合結果效益追蹤:活動設計納入從報名階段即啟動的「媒合意願調查」,透過現場媒合對談、媒合紀錄單與隨桌人員紀錄等機制,精準掌握媒合狀況,搭配活動後階段性電話聯繫追蹤,針對交流成果、合作意向與未竟議題進行持續關心,進一步提供服務,強化在地產業的競爭力與發展潛能。
Matchmaking Outcome Tracking:
The event incorporates a “matchmaking intent survey” starting from the registration phase to accurately assess participants’ collaboration interests. Through on-site matchmaking discussions, matchmaking record forms, and table facilitator notes, the program systematically captures the status of each interaction. Post-event, follow-up calls are conducted at regular intervals to track progress on collaboration outcomes, partnership intentions, and unresolved issues. This continuous engagement allows us to provide additional services and support, further enhancing the competitiveness and growth potential of local industries.

⊙ 成 果 Results
● 作為文策院南部主場,報名與實到單位總數超過 100 人,為六場活動中參與度及規模最高的一場。
As the Southern flagship venue of TAICCA, the event attracted over 100 registered and on-site participants, making it the largest and most highly attended among the six sessions.
● 參與業者領域多元,其中以「影視」、「文化科技/新媒體」、「表演藝術」三大類最為踴躍,呈現高雄在文化科技跨域上的成熟能量。
Participating companies came from a wide range of sectors, with the strongest representation from Film & Television, Cultural Technology / New Media, and Performing Arts, highlighting Kaohsiung’s well-developed capacity for cross-disciplinary integration in cultural technology.
● 活動中共有 28 組業者完成媒合洽談,討論方向橫跨內容授權、文化科技應用到在地場域合作;截至9月底,已有至少 4 件跨域合作成功啟動,另有多家業者與文策院持續洽談投融資與 ESG 方案,為後續合作奠定良好基礎。
A total of 28 matchmaking meetings were completed during the event, covering topics from content licensing and cultural technology applications to local site-based collaborations. As of the end of September, at least four cross-sector collaborations had been successfully initiated. Several companies also continued discussions with TAICCA regarding investment, financing, and ESG solutions, laying a solid foundation for future partnerships.
